So, if you design right up to the edge, when the knife shifts 1-2 mm, an ugly white strip will remain on the edge, or conversely, important text will be cut off.
There's only one solution: bleed. You need to design the background color and image to extend at least 3 mm beyond the actual paper size. The printer will trim this excess when cutting, and you'll get a clean print that's full to the edge.
